Problem Statement/Central Research Question
What, according to the direct stakeholders and key actors, are the main institutional elements that enhance and that obstruct water resource management from contributing to improved livelihoods of direct stakeholders in sustainable way.
Relevance of the question/hypothesis
Answering this question will inform strategies for poverty alleviation through water resource management in rural areas of the Indian Subcontinent.
Three of the best water management schemes have been selected fro field research, one each in Andhra Pradesh, Nepal and Bangladesh. Field work will be done in an iterative way in 4 visits per scheme over an 18 month period.
How the question/hypothesis is researched
The theoretical framework is structuration theory(Giddens) informed and fine tuned by concepts of good governance and the sustainable livelihood approach.
The three methods used are:
Document Analysis (National to Local Level) to identify official space.
Observation of Schemes and Key Actors.
Open ended interviews of Key Actors, Key Informants and Focus group meetings of Direct Stakeholder
