Participatory Irrigation Management - Compilation of Orders of Government of Gujarat
 

FOREWORD

Gujrat has rich experience in organizing producers' cooperatives in the field of milk, cotton, oilseeds, etc., This has benefited the producers in terms of higher production and income realization. In keeping with this trend, Government of Gujarat has adopted a policy of encouraging management of irrigation projects on participatory basis. In fact, the state has already earned a name in the country for their efforts in promoting farmer managed irrigation projects. Government agencies as well as Non-Government Organization (NGOs) have valuable experience in this field.

Government of Gujarat has now decided to introduce Participatory Irrigation Management (PIM) on a large scale. Many decisions on policies and procedures have been taken to facilitate the programme on "turning over" the management of irrigation projects from Government Department to farmer's organization. Most of these orders are issued by Narmada & Water Resources Department. These, and a few other relevant orders are being compiled by Development Support Centre (DSC). Many individuals and agencies have requested DSC to make available these orders in the form of a compilation. Appreciating the value of such a compilation. DSC showed readiness to prepare and publish this volume.

This compilation is all the more important because Narmada & Water Resources Department has, in their Action Plan, decided that 50% of the total command area will be managed by farmers' organization by the year 2003. The functionaries from Government and Voluntary sector which will be involved in the programme of "turnover' will have to be well informed about the policies and procedures of the government. This compilation will serve the purpose.

As the Department gets more experience and sorts out issues requiring fresh orders or revisions to facilitate the "turnover" programme, this compilation too will have to be updated. Officers from the Department and NGOs implementing the PIM programme are therefore requested t give their suggestions for making future compilations more useful.

In the English version, the Index mentions all the orders, but give only those for which English translation is readily available.
