Mr. Avinash Kumar

Mr. Avinash Kumar holds a background in urban and regional planning with over a decade of consulting and research experience. He specialises in advising central, state and urban local governments on sanitation investment planning and related policy development. He has worked extensively across cities in India, Bangladesh and Afghanistan, examining institutional processes, sectoral policies and service delivery mechanisms to improve urban wastewater management, solid waste management and water supply systems. Beyond consulting, he has designed and delivered numerous capacity building projects in the sanitation sector across these countries. Mr. Kumar has contributed to significant land use planning initiatives including the Master Plan for the Hyderabad Metropolitan Region and a Heritage Demonstration Project led by the World Bank in the Old City of Hyderabad. He has served as Visiting Faculty at the School of Planning and Architecture, Hyderabad, delivering courses on Planning Legislation, Urban Economics and Sociology for Planners. He has also delivered a seminar course on Sustainable Cities at the National Law School of India University, Bangalore. His broad areas of interest include human decision making in planning and policy, behavioural public policy, international development, regional development, institutional economics, infrastructure planning with a focus on water and sanitation, urban sustainability and public finance.
